And the buyer's eligibility rule cuts across both: a purchaser completing after 1 February 2019 without an engineer's report before closing loses access to the assistance entirely, which any informed buyer in these towns will price.

Two Structural Answers, Depending on the Decade
The older centres hold dimensional framing that chars on the surface and can frequently be assessed and retained. The later development uses engineered roof trusses and floor systems that come out whole once heat has compromised the connections.
An engineer settles which you have, and on these values the fee is trivial against what the answer decides.

Get the pour year, get a structural opinion, and get the finished value from an agent with no interest in the outcome. Then decide, with all three in hand rather than under pressure.
