Sell a Fire Damaged House in East of the River

East of the Connecticut River is where this issue is concentrated. South Windsor has been described as being in the middle of the epicentre, and the thousandth foundation the state programme replaced belonged to a Manchester homeowner.

Here It Is a Default, Not a Precaution

In most of this region checking the foundation is sensible. East of the river it is simply what you do, because the concentration of affected properties is highest here.

South Windsor has been publicly described as a town in the middle of the epicentre of the crisis. When CFSIC announced it had replaced its thousandth foundation in October 2024, the claimant was a homeowner in Manchester. The framework is on our page covering the foundation and the disclosure.

Does a Fire Make It More Likely to Be Found?

It makes it more likely to be looked at, which is different and useful. A fire file brings a structural engineer to the property anyway and frequently exposes the basement and the sill area in a way ordinary occupation does not. Owners here should treat that visit as the opportunity it is, because a separate foundation inspection later costs more and arrives after decisions have been made.

The Buyer's Eligibility Is Part of Your Price

A buyer purchasing after 1 February 2019 must have a report from a professional engineer issued prior to closing in order to be eligible for a claim, and CFSIC may pay up to $175,000 of remediation cost.

In these towns every serious buyer knows that. So an offer here is effectively an offer on a property plus or minus access to that assistance, and a seller who has already obtained a report is selling something more valuable than one who has not.

What If the Report Comes Back Badly?

Then you know, and knowing is still better than the alternative on both counts. Commercially, an untested foundation in this part of the region is priced by buyers as though it were bad, so a bad report costs less than people fear and a good one is worth a great deal. Legally, Connecticut requires disclosure of what you know and has created a private right of action for buyers where sellers do not, so the position you least want is a sale completed under a cloud that later becomes a dispute.

We publish no foundation assessments or values for individual properties east of the river. A Connecticut licensed engineer and CFSIC's published criteria answer the first, and local sale evidence the second.

The Assistance Does Not Travel Forever

Worth knowing on stock that changes hands often. Assistance is not available to a transferor who received financial assistance to repair or replace the foundation from the Crumbling Foundations Assistance Fund.

So the history of a property matters, and a foundation already remediated with public assistance sits in a different position from one that has never been touched.

Later Construction Behaves Differently Above Ground Too

Much of the housing in these towns is post-war and later, using engineered roof trusses and floor systems that come out whole once heat has compromised the connections, rather than dimensional framing that chars and can be retained.

So an east-of-river file frequently has two structural questions rather than one, and both are for the same engineer on the same visit.

The Numbers Behind an Epicentre File

The affected pours run from about 1983 to 2015, across roughly 41 towns. CFSIC launched in January 2019 and had replaced 1,000 foundations by October 2024, paying up to $175,000 of remediation cost.

Public Act 16-45 of 2016 and Public Act 17-2 section 336 provide the framework, and the buyer eligibility date is 1 February 2019.

East of the River Questions

Should I Get a Report Before Selling?

In these towns, generally yes. Buyers price an untested foundation as though it were bad, and a report converts that discount into a fact.

Does a Visual Inspection Count?

Class 3 rests on a visual examination by a Connecticut licensed engineer with no core sample required, so an initial answer is obtainable without destructive testing.
